Luke is back

I am SO GLAD I can write you! I had a Mongolian foreign exchange student live with us for a year, but we never really understood much about him. We liked him very much, but what I would like to know is:
Are the rich Mongolian families millionaires and billionaires?
He had never ridden in anything but Mercedes-Benz and said his family had 7 cars. He said, for his high school graduation, his father would send him and his 19 best buddies to Moscow (this was in 1998) for the summer to do the town. Could this be really true?
